There are very few people I outright consider evil. Voldemort, Sauron, Morgoth, Lord Khasar. (There are likely more, those are just the ones I can think of off the top of my head.) To me, it's not just doing bad things, it's being able to completely disregard other people, to enjoy hurting them, to be monstrous.
Ozai is evil. Zhao, I do not see enough of how Zhao interacts with non-Zuko and non-Iroh people to figure out what Zhao is. A bad man, certainly. But whether he is evil is something I cannot judge.

As for myself, I don't think I consider him to be *evil* even with his minimal interaction that we see. Even with his murder of Tui, I don't think he's completely evil. I see that as ambition which doesn't necessarily compute evil.

If Ozai and Ursa sang a duet, what song would they sing? It doesn't have to be a song from the Avatar world. In fact, choosing a song from this universe would give you a lot more options. XD

On a personal level, I am wary of people who over-identify with fictional characters due to some unpleasant run-ins with people in Transformers fandom. I am sure most of my TF friends can think of one of the two I'm thinking of.

Argharghargharghargh! This kind of thing comes up over and over again, too. I have friends not involved in AtLA fandom who can hear "Zuko's canon girlfriend" and realize exactly how Mai is treated by some parts of the fandom because they see the same damn thing in other fandoms.
It drives me crazy! Like what you like! Dislike what you dislike! Don't tell me I'm bad for liking them! Don't make them OOC to show why they're horrible people!
And if I ever hear "Mai is so depressed, I can't believe she didn't commit suicide during the course of the series" again, it will be too soon.

That's pretty much the root of it, actually. Like, I got into certain Transformers characters because no one else was into them. I specifically noticed this and specifically decided to be their fan, then went out to rewatch episodes and media they were involved in so I could support my fan-ness.
