On the average, most Officer Jennies are nice women. So, it's no surprise that Samantha Keith never gets arrested for the people she's beaten bloody.

Samantha Keith grew up in Pewter City, a normal little girl with dreams of becoming a Pokemon master. Or so the records say; all of them attribute her current legal status as a result of the so-called scandal she was involved in when she was twenty-two.

However, if you examine the date on the certificate revoking her Pokemon license, it was issued a bare two days after she had turned seventeen.
